A Buffy Fish-owl. It is has dark brown upperparts, barred with buff, as well as buff underparts, some white eyebrow-like plumage above the bill, yellow eyes, and upward pointing ear-tufts. It legs are bare with long curved claws, making it easy to snatch fish from the water surface.
